TD records are the reference standard for the designation of \u201cCity.\u201d The secondary standard is ordinances received, and ordinances must be in agreement with the SCPA TD records before they are recorded in the layer. Municipal boundaries apply only to parcels of record and are not intended to delineate jurisdiction over public right-of-ways. Public right-of-ways may be shown in the absence of parcels and exist solely as a graphical element to ensure that incorporated areas appear contiguous in maps.<\/SPAN><\/P><\/DIV><\/DIV><\/DIV>",
